From the perspective of a pilot, large scale investigations of PLOC will always tend to suffer from inadequate data in the relevant database. Unless both the Operator and ATSU involved in a PLOC incident fully capture all the recorded data on the episode, a conclusive assignment of cause will never be possible. Unfortunately this means that the statistical picture and the best safety improvement solutions will not be readily identified.

The best progress will be possible if ATSUs are able to develop effective routine incident follow-up communications with their Operators. UK NATS has been working on this for the past couple of years but with the rapid rise and fall of many Operators these days and the difficulty of effectively communicating with many Operators based away from the ATC Agency area, this will always be patchy.--Chris.stewart 13:55, 8 February 2008 (CET)
