Definition
Special VFR is a sub category of VFR flight given clearance by Air Traffic Control to operate within a Control Zone in meteorological conditions not meeting VMC minima. Such traffic is effectively also Controlled VFR.
Both terms are defined in ICAO Doc 9713.
