Definition/ identification of the FAB operational requirements
- The identification should address:
- the identification of the main flows serviced;
- the civil and military requirements, including the specifics of military use of airspace;
- the specific procedures, special handling and support, if any, to be provided by the ANSP(s);
- operationally and performance-driven FAB establishment;
- the overall contribution to network performance; (TBD pending final text of the NMF-IR & PS-IR)
- This requirement may be fulfilled through a Common Operational Concept of the FAB (optional, however recommended in the PRC Report on Evaluation of the FAB Initiatives, 2008). The definition of a common OC should address the entire FAB ATM environment, inter-alia, ATM/ANS provision, conflict management, demand and capacity balancing, traffic synchronisation, common operational rules and procedures, common training and competence, (controller) resource allocation and utilisation, common infrastructure and services etc.
- The definition/ identification of the ORs on which a FAB is based should rely on consultation of the relevant stakeholders as per Article 10 SPR and make best use of their results, in particular of the opinions and expressed needs of airspace users and the social partners.
- The defined operational requirements may become a reference material in the FAB processes and be used to the purpose of fulfilling several regulatory requirements such as Articles 9a.2(b), (c), (d), (e), (f) etc.

7.4.2 FAB operational requirements
